Quality Assurance Manager

CH2MHILL B&W West Valley, LLC (CHBWV) is an environmental management company under contract to the DOE whose mission is to decommission a former nuclear fuel reprocessing facility. CHBWV is located 35 miles south of Buffalo, New York, close to excellent ski resorts, boating, and fishing on Lakes Erie, Ontario and Chautauqua.

Job Summary:

Plan, direct, coordinate CHBWV Quality Assurance department with responsibilities for assuring and verifying CHBWV and subcontractor activities and products that affect quality are in accordance with appropriate government and industry standards and regulations, and current CHBWV contract QA requirements. Includes Quality Engineering, Inspection Services and Integrated Assessment functions as described in the CHBWV Quality Assurance Program (QAP) WVDP-111, corrective action, vendor qualification, independent assessments, the contractor assurance system, and associated implementing procedures. Ensures that activities are performed in accordance with established ESH&Q requirements. Must be able to perform the essential functions of the position, with or without reasonable accommodation.


1. Manage the Quality Assurance function which is responsible for providing a 10 CFR 830:120 and RW 033P compliant program which includes independent oversight and program interpretation relative to applicable quality assurance regulations and standards. Includes administration of the site quality assurance, integrated assessment, inspection services, and radioactive waste compliance functions. 2. Establishes quality documentation system by writing and updating quality assurance procedures. 3. Ensure, as appropriate, the review and approval of other departments policies, procedures, and work implementing documents, subcontractors, and suppliers with quality planning, 4. Assist other departments, subcontractors, and suppliers with quality planning. 5. Direct the monitoring of work that affects quality performed by CHBWV, suppliers, and subcontractors to assure that work is performed in accordance with approved work requirements. 6. Liaison on quality matters to the CHBWV President, staff and line/project management, the Department of Energy (DOE), subcontractors, and other complex contractors. 7. Maintain and continuously improve the Quality Assurance Program for CHBWV, including the QAP, associated implementing procedures, and necessary coordination with affected departments or subcontractors. The QA Program shall ensure that, quality is achieved and maintained by those who have been assigned responsibility for performing the work and that quality achievement is verified by persons or organizations not directly responsible for performing the work. 8. Ensure that disagreements regarding quality requirements or issues and proposed solutions are promptly referred to appropriate management and if not resolved, elevated progressively to higher levels of management of the President for resolution. 9. Ensure effective staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards. 10. Achieves financial objectives by forecasting functional requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions; analyzing and recommending information and trends.

Education & Experience:

Bachelor’s degree in engineering, natural science, or related technical discipline from an accredited university or the recognized equivalent combination of education and related experience. Minimum of eight (8) years directly related experience including four (4) years in a nuclear environment. Management/Supervisory experience preferred. Licenses/Certifications: Certified Quality Professional preferred.

Other Requirements:

Broad technical knowledge of Nuclear QA Program requirements and experience such as qualifications or certifications obtained from implementing these requirements. This includes specific criteria identified in industry standards or Federal Regulations such as ASME NQA- 1, 10 CFR 50 Appendix B or 10 CFR 830.122. Knowledge required by these documents include but are not limited to the following activities: QA Program, design, procurement, document control, procedures, drawings, control of special processes, inspection, testing, metrology, nonconformance, corrective action, QA records, and Audits. Knowledge of industrial safety, radiological safety, nuclear safety, emergency management. Must have demonstrated knowledge and expertise in quality assurance theories, principles, techniques, policies, regulations, and legal requirements. Strong verbal and written communication skills as well as highly developed organizational and presentation skills to effectively and efficiently communicate and interact with the Senior level management, DOE, NYSERDA, various regulatory agencies, and engineering, operations, and project personnel on matters related to quality assurance.

• Be a registered (IRCA and/or RABQSA) Quality and/or Environmental and/or Occupational Health & Safety Lead Auditor.

• Have satisfactorily completed an RABQSA or IRCA approved training course in Quality and/or Environmental and/or Occupational Health & Safety System operation and auditing. The course(s) must include an examination, which must be passed to evidence satisfactory completion.

• Have competent working knowledge of nationally recognized Quality and/or Environmental and/or Occupational Health & Safety Management System auditing standards and procedures.

• Be academically qualified in both a recognized scientific/technological discipline and in quality assurance (or for Environmental Auditors, academically qualified or have five years relevant Environmental Management experience or for Occupational Health & Safety Auditors, academically qualified or have five years relevant Health and Safety Management experience).

• Have had a minimum of five years recent and relevant industrial or business experience, of which at least three years have been devoted to the practical application of quality assurance and/or environmental management principles and/or health and safety management principles.

• Knowledge and experience in the electronics recycling industry is a plus

• Training for the e-Stewards, R2:2013, and/or RIOS:2006 standards is a plus

• Knowledge and experience with energy management is a plus

• Training for the ISO 50001:2011 standard is a plus

• Ability to travel, including a valid passport, driver’s license, and credit card.

• Integrity, tact and character.

• Computer literacy for MS Word, Excel, and PowerPoint.

• Excellent communication and presentation skills.

Additional experience and/or training would be beneficial in addition to the above:
– Knowledge and experience in the electronics recycling industry.

Auditors and Lead Auditors perform third-party audits per SGS Certification procedures and the requirements of the applicable standard and ISO17021. The auditor is responsible to make relevant decisions concerning the audit process and to inform SGS SSC as required to resolve issues outside the audit process. The auditor is responsible to collect and analyze sufficient information to provide a recommendation for certification. Lead Auditors have authority for the control and performance of auditing activities including planning and the control of other members of audit teams.

*This position requires at least 85% travel.

**This position can be home based anywhere in the United States.

• To assimilate, understand and operate the SGS Certification Management System in all activities relevant to the post, and to liaise with the Product Managers and Accreditation Manager regarding changes to its design and implementation.

• To perform audits in any capacity in conformance with the SGS Global/Local procedures, sector specific schemes and ISO17021.

• In performing the duties described in Item 1 above, to ensure that such duties are performed in an efficient and commercially expedient way.

• To control as necessary, teams of auditors during the activities covered by Item 2 above.

• To decide upon evidence gained during audits whether or not registration should be recommended or allowed to continue.

• To strive to acquire sufficient audit experience to cover the whole of SGS’s Certification’s accredited activities.

• To assist in the training of other auditors and lead auditors during planned audits or during other training functions.

• To participate actively in witness audits by SGS or accreditation bodies.

• To maintain all audit credentials.

• To undertake any other activities as directed by the Operations and/or Accreditation Manager.

Primary Function:

·      Manage at SRAM the Global Quality Management System responsibility and participate as a member of management, in formulating & establishing QMS related policies & procedures for SRAM.

·      Develop, implement, and coordinate, with the team members and functional managers, the quality management system at SRAM. Drive adherence, and ongoing system refinement with the goal to maintain a global quality management system that works well for SRAM to standardize business, quality, and operational processes with the goal to achieve industry world-class levels.

·     The Manager Global QMS works with all functional managers to create alignment and promote adherence to the quality management system and related processes & tools (compliance related processes included) in a team atmosphere to support organizational & plant objectives and drives continuous improvement in QMS related processes to foster further quality improvements.

·      Deploy a data, fact based, and performance metrics oriented management approach to ensure meeting organizational objectives and driving continuous improvement. 

·      Assist the organization through quality and QMS training in the area of expertise and also provide back-up support as needed to the PDQE team.  

Major Responsibilities:

  • Analyze and evaluate current status / information of the current quality management system, processes, capabilities, trends, and problems to identify the gaps to be address.
  • Establish & implement meaningful metrics and reporting in the area of responsibility for monitoring and identification of immediate improvement needs and establish direction for long-term improvements of the local andglobal quality management system.
  • Drive the development, implementation, improvement and maintenance of the quality management systemglobally.
  • Foster the ongoing development of resources for the development & audit support of the quality management system globally.
  • Initiate & maintain a quality management audit system (also to include compliance audit aspects) through cross-functional resources and balanced audit schedule that entails QMS, Process, Product, and Compliance Audits and drive an effective non-conformance resolution follow-up process.
  • Develop and promote an environment for continual improvement of the global quality management system and deploy a performance oriented improvement measurement approach.
  • Ensure the effective deployment and certification of an ISO 9001 Quality Management System (QMS) and full adherence to the QMS requirements.
  • Review technical publications etc. to stay abreast of technical and quality developments.
  • Lead & manage direct reports and drive further team & resource development.
  • All other duties as assigned.



·       4 year Bachelor degree in Engineering; additional BA degree highly desirable, MBA a plus.

·      7 to 10 years of experience in Quality Engineering, Quality Management Systems with 3 year work experience as a Quality Manager or equivalent required.

·      Six Sigma Green Belt certification or equivalent required, Six Sigma Black Belt certification preferred.

·      Certified ISO9001 Lead Auditor required, ISO/TS16949 Lead Auditor certification preferred.

·      Minimum 3 years implementing quality systems in a manufacturing & design environment.

·      A solid understanding of component manufacturing, assembly, and sound manufacturing & engineering practices is preferred.

·      Strong interpersonal and communication skills.

·      Experience in leading and applying effective organizational change management techniques.

·      Professionalism & integrity to communicate and work with employees at all levels of the organization and a strong business ethics are required.

·      Hands-on and results oriented with a strong work ethic and sense of personal responsibility.

·      Excellent planning and organizational skills.

·      Ability to lead and train others in Quality & QMS principals and tool use.

·      International work experience required.

·      Ability to travel on average up to 30% (initially this could be closer to 50%), both domestically and internationally.
